Summary
Director Navan told the council the city met MS4 permit requirements for 2025, monitored 85 outfalls (13 major), reported zero illicit discharges, removed 415 tons of debris via street sweeping, and is continuing public outreach through the Rock River stormwater group.
Fort Atkinson’s stormwater program is meeting required standards, Director Navan told the city council on April 21 during the annual MS4 permit presentation.
Navan said the city monitors 85 outfalls (13 designated as major), had zero reported illicit discharges in 2025, and removed 415 tons of debris through street sweeping and related operations. He noted the city completed 12 full street-sweeping passes, cleaned 30 catch-basin sumps and added three structural best-management practices last year. Navan also described regional cooperation through the Rock River stormwater group and said the group’s 2025 cleanup drew more than 200 volunteers; the 2026 event is scheduled for Sept. 26.
Council members asked whether recent heavy spring rainfall had exposed system weaknesses. Navan said staff responded to clogged basins and that, while river levels were high, staff were able to address issues quickly. "I'm happy to report that we're fully compliant for the year," Navan said, and added the city will continue monitoring and outreach to minimize road-runoff pollution to the Rock River and Bark River.
The presentation emphasized prevention (salt-management outreach, public education) and inspection activities funded through the city’s stormwater utility. Navan encouraged residents to review the city’s stormwater materials and noted the city uses brine in many winter treatments to reduce salt impacts on groundwater and waterways.
