Council reallocates $975,000 to county aquatic center after Boardwalk delay

After discussion and a letter from Sully Blair, chairman of the Lake Paul Wallace Authority, asking council to pause the Boardwalk project because the lake will not be feasible for roughly three years, council approved a motion to reallocate $350,000 from the Broad Street project, $340,000 from the Boardwalk project and $285,000 from excess Golf Course capital funds, for a total of $975,000, with a condition that any excess funds be returned to Golf Course capital funding.
The motion to authorize the reallocations was made by Kenneth Stroman, seconded by Charles P. Midgley Jr., and carried on a 6–2 vote. Council members Charles P. Midgley Jr., Pearly Lawson, Kenneth Stroman, Anthony Woods, Dr. Damien Johnson and Steve Blackmon voted in favor; Jason Steen and Verd Odom opposed.
Council discussed liabilities and upkeep concerns for the Boardwalk and lake area during the debate. Sully Blair’s letter asking to delay the Boardwalk project was entered into the record and summarized by County Administrator Wilson A. Clyburn; council emphasized the decision is a delay, not a cancellation, and acknowledged the lake’s feasibility issues extend for several years.
What happens next: Funds are to be reallocated to the aquatic center as authorized; staff must ensure any excess is returned to the Golf Course Capital Fund per the council’s condition.
