Commission recommends approval of minor Tuscany PUD setback correction

The Andover Planning Commission voted to recommend approval of a minor amendment to the Tuscany addition preliminary planned unit development that corrects a setback discrepancy.
City staff told commissioners the amendment resolves an inconsistency in the PUD where Parcel 2B was shown with an 8-foot side-yard setback in one place and 5 feet in another; the change is "literally, the change in this amendment is a single number from 8 to 5," the zoning administrator said. Staff said all other uses and the development plan remain unchanged.
Will Clevenger of Garver, representing the applicant, said he had no further information to add but was available to answer questions. No members of the public spoke and staff reported no written communications on the case.
During deliberations the board reviewed the 14 statutory factors for a zoning recommendation, and staff concluded public facilities could be provided or extended, screening requirements remain in effect, the amendment corrects an error, and no detrimental effects are anticipated. David Foley moved that the commission recommend approval to the governing body; the motion was seconded and passed.
The planning commission’s recommendation and a written summary of the hearing will be forwarded to the governing body for consideration at its regular meeting on 05/12/2026.
