Summary
The Glendale Elementary School District board on April 23 approved meet-and-confer recommendations for 2026–27 that emphasize retention stipends and longevity pay, expand CPI de-escalation training and add an annual review of decompression studies; presenters said 621 staff responded to the survey and 98% supported the proposals.
The Glendale Elementary School District Governing Board voted April 23 to approve the district’s meet-and-confer recommendations for the 2026–27 school year, adopting staff-backed changes intended to improve retention and working conditions.
GEA representative Elizabeth Seifter, who presented the committee’s recommendations, said the top two compensation priorities identified in a staff survey were “retention stipend and longevity pay.” She described proposed contractual revisions and in-progress items designed to respond to staff concerns about working conditions and student discipline.
Dr. Jerry Peterson, a presenter for the meet-and-confer team, told the board the committee received 621 survey responses and that 98% of respondents supported the options put forward. “We had 621 responses, which was almost a 100 more than last year, and this year we had 98% in the affirmative of that,” Peterson said.
Key changes the board approved include adding related-arts and specials staff explicitly to site committees, an annual review of the previously proposed decompression study, expanded training in CPI-style de-escalation strategies and updates to restorative-practice language in the behavior matrix. Presenters also listed several in-process items that the district will continue to pursue, including exploring a childcare center discount program for employees, improving communication about benefits and reviewing ELD class size practices before assigning additional ELD teachers.
The presenters asked staff and community members to weigh in via an online vote; the presentation materials indicated voting was to be completed by Wednesday, April 1, 2026. That stated deadline appears earlier than this meeting’s date and may reflect an error in the distributed slide; the board nonetheless voted to adopt the committee’s recommendations as presented.
Board members praised the committee’s outreach. President Martinez thanked the team for engaging employees across departments and said the plan reflects the district’s efforts to address concerns before they prompt departures.
With the board’s approval, the meet-and-confer recommendations will be incorporated into district practice and brought forward for implementation consistent with district timelines and continuing negotiation steps.
