Charles County delegation: HOA training bill advances to Senate as two local proposals stall

"It looks like only 1 is still alive," Davis said, adding that the homeowners association training bill is moving in the Senate though it "hasn't moved in the House yet." She said Delegate Marvin Holmes’s statewide effort on the subject also has not advanced.
Davis said the delegation withdrew a county-originated school-bus bill after a committee requested letters of support and the county did not submit a vote or the requested letters. "We had to withdraw because, the committee wanted letters, and we couldn't get letters from the, a vote from the county," she said.
On rent stabilization, Davis said the proposal "ran into problems." "Even though we negotiated and tried to make everybody happy, there was still some opposition in the hearing that we haven't been able to get over," she said, and the bill "looks like it's gonna die too."
Davis also described procedural problems that allowed some local bills to advance without the county assurances she expected. She said she met with the acting county administrator and the county legal team and accepted responsibility for moving some measures forward before required documentation arrived. "We outlined some guidelines so that we could move smoothly," she said, and suggested the delegation "tighten up our legislative proposal process." She proposed that delegation members consider attending county hearings in person to avoid last-minute surprises.
There were no formal votes recorded on the individual bills during the March 20 meeting. The delegation did not provide specific committee names or the precise House movement timetable for the homeowners association training bill during this update.
The delegation closed the update by agreeing to review and refine rules for advancing local proposals in future sessions to reduce procedural gaps that contributed to the recent withdrawals and setbacks.
