Howard County delegates weigh inspector general access bill and plan public hearing

The delegation took up HOCO 15-26, a county bill filed at the inspector general's request to ensure the IG has access to personnel and financial records necessary for oversight. The chair said a statewide bill with identical language would be preferable, but the county bill serves as a backstop if the statewide measure does not pass.
Members debated timing and process. Several delegates said they wanted a public hearing to hear from stakeholders and recommended at least a week’s notice for the hearing; some members warned that crossover-week scheduling could complicate plans. Staff noted the county measure is cross-filed in the Senate and that a related House bill (House Bill 1620) is currently in the rules committee.
Delegates asked staff to consult with statewide sponsors about the status of the companion bill and to seek position letters from county agencies such as the school board and the library before a public hearing. The delegation agreed to attempt to schedule a hearing next Wednesday with appropriate public notice, while recognizing the schedule may need to be adjusted.
Members characterized the bill as important for ensuring the IG can complete investigations and said they prefer uniform statewide language if possible, but they also signaled willingness to pursue a county-level remedy if needed.
