Summary
The board ratified submission of two time‑sensitive CARES Act grant applications: one to provide $1,000 hazard-pay premiums to eligible first responders (up to 167 employees) and another to seek reimbursement of April–May public safety and public health payroll totaling approximately $3.2 million.
On July 16 the Calhoun County Board of Commissioners ratified two CARES Act–related grant applications aimed at offsetting COVID-19 payroll costs.
Administrator/Controller Kelli Scott said the county submitted a competitive application under legislation enacted as Senate Bill 690 (recorded in the meeting as Public Act 123 of 2020) to provide $1,000 lump-sum hazard-pay premiums to eligible law enforcement and corrections employees. Scott said the county planned to include up to 167 eligible employees and that fringe-benefit costs associated with the payments were estimated at about $16,000; any awards must be paid by September under the program guidelines. The board ratified the submission (Res.114-2020).
The board also ratified a separate application to request a portion of $200 million the State allocated for local governments to reimburse public safety and public health payroll expenses for April and May. Scott told the board the county is seeking reimbursement of about $2.3 million for public safety payroll and about $900,000 for public health payroll; the county must reimburse local contracting municipalities for amounts they already contributed to the Sheriff’s Office. The board approved ratification of that submission as well (Res.115-2020).
Scott said both requests were time-sensitive and that prior emergency administrative authority allowed staff to submit the applications quickly. The board’s ratification confirms the county’s intent to pursue those state-administered CARES Act funds.
