The Madison County Fiscal Court held the second reading and adopted Ordinance 2026-001 on March 10, 2026, approving a zoning reclassification for properties at 165 and 167 Charlie Norris Road from UC-7 (agriculture) to UC-4 (general business).
Bert, a county department head, summarized the Planning Commission's February 17 public hearing, saying the commission heard the applicant and public testimony and made a unanimous recommendation to the fiscal court. "Findings of fact were made by the Planning Commission…with unanimous consent to recommend to the Physical Court to approve the land use change request from UC 7 to UC 4," Bert said while reading the ordinance language.
Court members noted the property has been a preexisting nonconforming use and is located near the KU footprint. Judge Taylor asked whether there was any public comment; none was presented in person or online. The court then moved, seconded and adopted the ordinance on the second reading.
The ordinance directs county staff to amend the official Madison County zoning map to reflect the change; the ordinance text states it becomes effective on the date of adoption (the second reading). The court did not discuss any conditions or amendments to the rezoning at the March 10 meeting.
