CCRPC committee approves subdivision and three renewable‑energy application letters, including BETA Technologies rooftop solar

At its March 6 meeting, the Chittenden County Regional Planning Commission Joint Executive & Finance Committee reviewed and approved several Act 250, Section 248, and net‑metering application letters and noted constraints staff will recheck as project reviews continue.
Taylor Newton, planning manager, presented an Act 250 application letter for subdivision at 363 Riverview Drive in Charlotte (permit #4C0959‑4), describing the proposal to divide an 18.12‑acre Lot 3 into four lots and to lay out building footprints, driveways and infrastructure. CCRPC staff found the project consistent with the planning areas of the 2018 Chittenden County ECOS Plan and raised no concerns. Bard Hill moved and Catherine McMains seconded approval of the Act 250 application letter; the motion carried unanimously.
Newton then reviewed a net‑metering petition from Champlain Housing Trust for the Bay Ridge project in Shelburne (150 kW at 3229 Shelburne Road). CCRPC found the project meets the ECOS Plan’s Energy Goal #17 but identified state constraints to confirm, including Class 1 and 2 wetlands, state‑significant natural communities/rare species locations, and recommended minimizing impacts to agricultural and hydric soils in consultation with the Vermont Agency of Agriculture, Food, and Markets. Jacki Murphy moved and Bard Hill seconded approval of the net‑metering petition application letter; motion carried unanimously.
A late addition to the packet was a petition letter for a 1.151‑MW rooftop photovoltaic system for the proposed BETA Technologies manufacturing facility at 154 DaVinci Drive in South Burlington. CCRPC staff found the project advances ECOS Plan energy goals but listed known and possible constraints (wetlands, river corridor area, rare species locations, a corner within an FEMA Special Flood Hazard Area that will not be developed, Vermont Conservation Design priority areas, deer wintering areas, and some local steep slopes). Jacki Murphy moved and Bard Hill seconded approval of the application letter; the motion carried unanimously. Newton said CCRPC may have additional comments as the 248‑review process continues and will re‑review materials submitted in later submittals.
What happens next: The approved letters will be included in the agencies’ application files; CCRPC staff will revisit project materials as additional submittals and information are received and will coordinate with state agencies where constraints were flagged.
