The City Council on April 22 directed staff to study possible secondary ingress and egress options and to develop evacuation protocols for the Capistrano neighborhood, which council members said has faced repeated access blockages when nearby base gate operations back up.
Deputy Mayor Eric Joyce described multiple incidents in the last year when residents could not enter or exit the neighborhood for hours and asked staff to provide a preliminary analysis of feasible options and communications protocols. City Manager Ms. Borrego told the council staff will return with recommendations in August and that the fire department is developing evacuation planning work.
The motion to direct staff passed 5–0.
What’s next: staff will prepare a report and provide options that include staffing analysis, possible connection options and an evacuation communications protocol; the fire department will share evacuation planning work.
