She said the total progressive design‑build contract, after the amendment, will not exceed about $129.4 million and that the project supports long‑term system reliability and recycled‑water objectives. Ueda said the project has completed CEQA review (final PEIR circulated and comments addressed) and that the work would proceed under a progressive design‑build delivery method to reduce cost and risk.
Ueda told the council that construction is anticipated to begin in late May or June and that the work would take approximately three years. She said funding will come from the sewer and water fixed asset replacement funds and that staff were evaluating WIFIA financing versus municipal bonds to augment grants.
A public commenter asked about air pollution and treatment; staff replied that the Air Pollution Control District is not the lead on wastewater treatment and provided an overview of Oceanside’s separate pure water and reclamation systems.
Council member Peter Weiss moved approval of the staff recommendations; the motion passed 5–0.
