Summary
Town zoning administrator briefed the commission on the municipal water project (four of five mains complete; treatment plant grading imminent with construction aiming to complete four plants in mid-2027), pending site plans including a mixed-use 845 Main Street proposal, a commissioned mural by Dominic Jones, and Hampstead Day logistics on May 16.
The Hampstead zoning administrator updated the Planning and Zoning Commission on several ongoing town projects and upcoming items.
On the town water system, he said Mid Atlantic Utilities has completed four of five new mains and begun work on the last main that runs from the existing pump house toward the planned new water treatment plant on town property; grading permits for the plant are in hand and grading should begin in the next few weeks. "They're right now, their schedule says they should be complete construction on all 4 plants by July 2027," he said.
Staff also reported two site plans (TSC and Weiss Gas & Go) remain under county review. He noted Weiss Gas & Go's adequate facilities study indicated estimated water usage of about "20 gallons per day," which staff said was very low and unlikely to negatively affect the town system. The administrator said a new mixed-use site plan for 845 Main Street will be introduced next month; the concept includes six ground-floor commercial suites with five residential units above.
The administrator said the town commissioned artist Dominic Jones to paint a mural on the side of Broncos with painting expected to start Monday and an aim to finish by Hampstead Day, scheduled May 16; Main Street will be closed from 6:30 a.m. to approximately 4:00 p.m. for the event.
Commissioners asked clarifying questions; staff said county and state review comments for site plans would be included with final submissions.
