A resident told the Monrovia City Council on April 21 that ongoing violence and threatening behavior by a neighbor in an unincorporated area near Monrovia has made his family fearful and that sheriff response is slow. "It takes them 15 to 20 minutes to get to our home when we make a 911 call," resident Caesar Modais said, describing repeated disturbances, threats, and what he characterized as violent behavior.
