Senior planner Emilio Bridal told the board the request is a text amendment to the Land Development Code to permit the church campus as the principal use and to establish customary accessory uses. Bridal said the 4.1‑acre site is already developed as a church campus, that no expansion of buildings or parking is proposed, and that staff found the application meets the public/semi‑public use permit criteria in section 3.4.h.4 of the LDC and recommends forwarding approval to the City Commission for final action on June 3, 2026.
Applicant Muriel Fuquay, who gave her address as 412 Aletha Drive in Daytona Beach, told the board she was present to answer questions and said the campus hopes to operate summer programs for children. The applicant said the application simply memorializes existing uses and that no waivers of the LDC were requested.
After brief questions from board members, a motion to recommend approval was made and seconded. The chair called a roll; all members present voted yes and the board’s recommendation will be considered by the City Commission on June 3.
The Planning Board’s recommendation is advisory; final approval will be decided by the City Commission at its public hearing.
