Anamosa council approves Kouba final plat, rezones Kouba and Northlands subdivisions

The Anamosa City Council on Sept. 23 approved the Final Plat of the Kouba Subdivision First Addition and passed ordinances rezoning two subdivision areas in the city.

Mayor Rod Smith opened a public hearing at 6:06 p.m. on the Kouba Subdivision rezoning and final plat; there was no public comment and the hearing closed at 6:08 p.m. Following the hearing, the council adopted Resolution 2024-51 to accept the Kouba First Addition final plat. The roll call recorded ayes from Council Members Todd Weimer, Dan Smith, Kay Smith and Teresa Tuetken.

The council also approved Ordinance 963, rezoning the property described as the Kouba Subdivision from 4R-2 Multi-Family Residential to 5R-1 Single-Family Residential. The roll vote recorded ayes from Dan Smith, Kay Smith, Tuetken and Weimer, and the motion carried. A separate motion to waive the second and third readings of Ordinance 963 failed on a roll call that recorded no ayes and four nays (Kay Smith, Tuetken, Weimer, Dan Smith), so the standard readings will remain in the ordinance process.

Council members also passed Ordinance 962 to rezone the Northlands Subdivision from A-1 Agricultural to a mix of 8R-1 Residential Single Family, C-2 Arterial Commercial and M-1 Light Industrial. The roll vote recorded ayes from Tuetken, Weimer, Dan Smith and Kay Smith; no nays were recorded. A motion to waive the third reading of Ordinance 962 failed by roll call (no ayes; nays recorded from Kay Smith, Tuetken, Weimer and Dan Smith).

The council’s actions finalize the planning and zoning decisions recorded in the meeting minutes; the ordinances and final plat approval were adopted by recorded roll votes. The council adjourned at 6:48 p.m.
