Pasadena ISD board adjourns to closed session citing Texas open‑meetings statutes

The Pasadena Independent School District Board of Trustees convened a special session at 12:00 p.m. Tuesday, March 4, 2025, at the district administration building and voted to recess into closed session under Texas Government Code sections 551.071 and 551.074, board Chair Casey Phelan said.

Phelan listed board members present as Kenny Fernandez, Crystal Davila, Paola Gonzales, Marshall Kendrick and Nella Sullivan and noted that Paola Gonzales was running a little late. "Let the record indicate that the quorum of board members is present," Phelan said, and added that the meeting notice had been posted in accordance with the Texas Open Meetings Act.

The statutes cited by the board—Texas Government Code §551.071 and §551.074—authorize private consultation with the board's attorney and deliberation on certain personnel matters, respectively. Phelan announced there were no public comments; "We have no signed up," he said when noting the public-comment list.

Phelan said the board would adjourn to closed session and reconvene at the conclusion. He asked for a motion to adjourn; the transcript records the motion as "So moved," with the board noting on the record that the motion was by Marshall Kendrick and seconded by Kenny Fernandez. Members answered "Aye," and Phelan declared the motion carried.
