Resident deputized by neighbor asks Washington to fund drainage fixes for 53‑acre district

Richardson summarized a 2018 ARC Consultants study that recommended installing a 36‑inch pipe parallel to Tarheel Lane toward the river; the consultant estimate suggested about 12.5 acres would be relieved from 10‑year storm flooding.
Richardson said the drainage district includes more than 10 businesses and seven homes and asked the city to include the project in the budget. Mike Gurkins of Country Boys Auction & Realty, a business owner in the district, said much of the issue could be resolved by cleaning ditches and cautioned that filling ditches associated with the developer’s plan might increase flooding risk for nearby businesses.
City Manager Jonathan Russell clarified a property referenced in public comment is set up as a duplex with two meters. Councilmember Bobby E. Roberson suggested involving NCDOT in discussions because some runoff originates from Highway 264. No formal funding decision was made; the presentation was positioned as a request for staff and council consideration during budget planning.
