Trustees ask Joy Café to present fuller restaurant plan, move liquor-license decision to next meeting

Fox River Grove trustees voted Sept. 5 to delay action on a liquor-license application for Joy Café and asked the applicant to return with a more detailed plan emphasizing restaurant operations.
Administrator Soderholm told the board that Arpan Patel, owner of Top Shelf Liquors, submitted a liquor-license application for a unit adjacent to his store. Patel and Jacob Wetterlind of Prairie State gaming attended to answer trustees’ questions. Trustee Melissa Schladt encouraged Patel to “consider utilizing all the vacant areas available in the building by building a kitchen, adding more tables for dining, and present a more thorough menu,” saying a clearer restaurant plan would better match expectations for a liquor license tied to dining.
Trustees said they wanted more detail showing restaurant activity rather than primarily gaming in the proposed space. Trustee Steve Knar moved to place the liquor-license application for Joy Café on the next agenda for further discussion; Trustee Andrew Migdal seconded. Roll call vote was unanimous among the five trustees present and the motion passed.
The board did not vote to approve or deny the license at the meeting; instead, trustees directed staff to schedule the application for further consideration once the applicant submits additional plans and menu details. No formal conditions, fee amounts, zone-change requests, or draft license terms were recorded in the meeting minutes.
