Staff presenter Shane Spencer told the commission the request — filed by Park Hill for Lewis Farms Commercial LLC and Kinsey 2015 Real Estate Trust — was in "moderate conformance with the comprehensive plan principles," that 36 notices were mailed with two returned in favor, and that staff had no objections. "Staff has no objections to this request, and I'd be pleased to answer any questions you may have at this time," Spencer said.
Applicant representative Alan Holly described a conceptual plan showing a central divided spine roadway intended to provide internal circulation and reduce pressure on surrounding streets. Holly said the site is part of a master-planned development that includes about 727 single-family homes planned north of the commercial tract. Developer Andy Beam, president of Lubbock Land Company, said commercial services are needed to serve new housing and a nearby elementary school and that the AC zoning would enable a cohesive, multiuse center.
No members of the public spoke in opposition or additional support during the public hearing. A motion to approve the rezoning was seconded and carried by voice vote; the chair announced, "Motion carries 5 to 0." Staff noted the item will go to City Council for first reading on May 12.
The commission record includes the staff findings that the property's location along principal arterials supports the requested commercial zoning and that the rezoning would be compatible with surrounding land uses, according to the staff presentation.
