Active Transportation Plan update to be folded into MTP; consultant to segment bike network and prioritize projects

Bryan Davis, Senior Transportation Planner at CCRPC, presented an update to the Regional Active Transportation Plan (ATP) at the Sept. 6 TAC meeting and said the ATP will be incorporated into the 2023 MTP.
Davis summarized four analyses performed by consultant Toole Design — an Equity Analysis, Bicycle Network Analysis, Trip Potential Analysis and an Off‑Road Trail Analysis — and described the public engagement program (listening sessions, an online comment map, informal conversations and email input). He said Toole will break the recommended bicycle network into segments, recommend facility types for each segment, and develop a prioritization framework to guide future investments.
Why it matters: The ATP identifies where walking and bicycling improvements are likely to provide the greatest benefit and sets a framework for sequencing projects in the TIP and MTP, affecting safety, access and active‑mode connectivity across the region.
Committee members asked about integration with other planning efforts. Adele Gravitz asked whether the ATP analysis included Park‑and‑Ride locations; Davis confirmed the ATP incorporated Park‑and‑Ride sites as well as transit stops, carshare locations and existing walk/bike infrastructure. Toole is scheduled to refine the network and priorities, and staff expect to present a final plan later this fall for TAC consideration.
Next steps: staff and Toole Design will refine the draft network, create segment‑level recommendations and a prioritization framework, and return a final ATP for TAC review and consideration later this fall.
