Taylor Newton presented the application packet and a map of the proposed site, which is on a parcel owned by the Town of Milton and that hosts a wastewater treatment facility. The developer and the town have identified the parcel as a preferred site for net metering. Staff noted wetlands as a known constraint but said the wetland "will not be impacted by the proposed development." Possible constraints identified included agricultural soils, high‑priority wildlife crossing areas and habitat blocks; the CCRPC requested those possible constraints be addressed in accordance with recommendations from the Vermont Agency of Agriculture, Food and Markets and the Vermont Agency of Natural Resources.
Newton told members the site meets the 2018 ECOS Plan’s suitability standards and "advances the 2018 ECOS Plan’s goal of increasing renewable energy generation in Chittenden County." After discussion of the mapping and habitat scoring, Mike O’Brien moved and Jacki Murphy seconded a motion to approve the 45‑day notice application letter as presented; the motion carried unanimously.
The committee’s comments are based on information available at this stage; staff said CCRPC may provide additional comments on future submittals to confirm findings as the public utility review proceeds.
