Council approves three-year contract for Police Chief John Alfred amid debate over 18-month severance

Supporters argued the package promotes stability in department leadership. A council speaker who backed the agreement said the severance helps prevent politically driven dismissals and preserves continuity: "It does provide stability," the speaker said, adding that the city has struggled with turnover in key department head roles.

The motion passed; the council recorded objections from at least two members during the roll call and a small number of public commenters voiced concern.
