Stark County commissioners approve appropriations, grant agreements, bids and planning items in unanimous votes

The Stark County Board of Commissioners on April 15 approved a broad slate of county business, voting unanimously on appropriations, journal entries, requisitions, travel and several resolutions affecting procurement, planning and grants.
Finance staff (Kris Miller) presented appropriations for the Prosecutor’s Office: $80,000 for the 2026 Prosecutor’s Land Bank, $91,930.88 for the Prosecutor’s ICJR 2024 grant (150VW-26AG-00001-ICJR2026), and $36,000 for the Prosecutor’s DTAC appropriations. The board approved those appropriations on a motion by Commissioner Alan Harold, seconded by Commissioner Bill Smith. The minutes record a unanimous vote by Commissioners Regula, Smith and Harold.
The board approved intergovernmental journal entries including a $12,118.68 reimbursement to the Sheriff for April 2026 law enforcement services and a $23,000 MOA payment from EMA to the Auditor for GIS services. The board also approved resolutions declaring surplus county property for sale on GovDeals from both the Board of Elections (two Canon copiers) and the IT Department.
Requisitions approved included EMA NENA dues ($152), a $100,000 purchased-services requisition with Alter Clinic Animal Care for Sheriff/Dog and Kennel Fund needs, and Veterans membership dues ($50). Non-encumbered expenses approved included a $75 coroner morgue transport and $1,508 in Veterans postage. Multiple travel requests were approved, including vehicle use for EMA exercises and conference attendance funding for Treasurer and Veterans staff (total amounts recorded in the minutes).
Infrastructure and planning actions approved under a motion by Commissioner Harold included the Engineer’s resolution to advertise and bid the H-3-2026 Hot Mix Asphalt Resurfacing Project; a Drainlayers' License for the business A Rooter Man effective April 15, 2026 through March 1, 2027; and Regional Planning approvals releasing a sidewalk maintenance bond for Emerald Estates No. 13 and final plats for Belpar No. 14 and Frank Farms No. 3 in Jackson Township.
Under the Commissioners’ section, the board authorized the President of the Board to sign two Prosecutor VAWA subgrant award agreements (Grant No. 2025-WF-VA297501 and Grant No. 2023-WF-VA28212c) and approved establishing two new funds for the Prosecutor’s 2026 VAWA grants.
