Summary
After a public hearing, the Village of Homer Glen adopted an updated affordable housing plan required by Illinois law; staff said IHDA reviewed the draft and requested minor clarifications, and trustees noted the village'wide affordable housing stock remains about 7%, short of the 10% benchmark.
The Village of Homer Glen Board of Trustees voted to adopt an updated Affordable Housing Plan required under Illinois law (310 ILCS 67/25) after holding a public hearing at its regular meeting.
Director Grama summarized the plan and the state review process, telling the board that IHDA had reviewed the draft, requested modest clarifications and "blessed" the plan with minor edits. "This is a plan, it's a guide," Grama said, adding that it does not force the village to accept any and all affordable-housing proposals.
Grama and trustees explained the plan aligns the village with a state expectation that communities work toward roughly 10% of housing stock being affordable; Grama said Homer Glen is currently at about 7%. Mayor Nitzke Trojicke emphasized that the plan is a state requirement rather than a local initiative, noting the village adopted an earlier plan in 2015 and updated it after IHDA'requested public hearing procedures.
Trustees closed the public hearing after no residents signed up to comment and then approved Resolution No. 26-009 to submit the plan to the State of Illinois by roll call vote.
The resolution and updated plan will be submitted to IHDA; trustees and staff said they will continue to monitor metrics and options for supporting affordable units in ways consistent with local zoning and community priorities.
Next steps: the village will file the adopted plan with the state as required and continue to track housing-count metrics tied to the 10% benchmark.
