District receives CWA and SBTA initial proposals; union representative asks to reopen contract talks

Under Government Code requirements, the San Bernardino City Unified School District board held two public hearings to receive initial collective-bargaining proposals. The district recorded receipt of an initial reopener proposal from the Communication Workers of America (CWA) seeking to reopen Article 11 (wages) and Article 7 (unit members’ rights). The district also received a sunshine proposal from the San Bernardino Teachers Association (SBTA) proposing reopeners to Article 11 (wages) and Article 12 (retiree health insurance).
The board provided the public an opportunity to comment; Teresa Hunter, representing guest teachers and stating affiliation with CWA Local 958, spoke in support of opening reopener negotiations on the CWA side and asked that talks begin. No other public comments were offered during the hearings. Each required hearing was closed after motions to acknowledge receipt were moved and seconded; recorded votes were unanimous.
The hearings satisfy statutory notice and transparency obligations; the board did not take further bargaining action at the meeting beyond formally receiving and acknowledging the proposals.
