Trustees press for full stadium at Jesse Bethel as field construction advances

Trustees at the Feb. 25 Vallejo City Unified study session pressed district staff and architects to make the Jesse Bethel athletic-field project capable of hosting competition, not only practice.
Dr. Young said the community expectation was for a full stadium and said he was concerned the current configuration limits events because of egress and lighting issues. "It should be a full fledged football field," Dr. Young said.
District staff and architects replied that the surface and design will meet competitive performance standards and that the project includes electrical infrastructure to support lights in the future. They said lights were not included in the initial submission because adding permanent lighting would trigger additional CEQA and neighborhood review that could significantly delay the project.
"We've built some capacity in for lighting in the future," Assistant Superintendent Ruben Fernandez said, adding that DSA approval will confirm egress and other safety requirements.
Trustees also raised traffic and egress concerns: several members noted the field currently has one way in and one way out and asked staff to ensure ingress/egress meets codes and event needs. Staff offered to perform or commission additional assessments where needed and noted that prior Measure S funding was concentrated on roofs, HVAC and other core infrastructure rather than stadium bleachers or locker-room renovations.
On Corpus Field and older stadium structures, consultants said a full structural assessment is required before the board could commit to repair vs. replacement; the consultants previously identified replacement of bleachers as fiscally preferable to incremental repairs when costs were considered.
The board did not take action on the field scope during the study session; staff will incorporate trustee feedback about lights, egress and a potential assessment into the master-plan scoping work.
