School board approves lease-leaseback for Phase 2 HVAC work, including $3 million early-procurement allowance

The Redwood City School Board voted unanimously Feb. 4 to approve Resolution 16, a lease–leaseback preconstruction agreement with Block Construction for Phase 2 HVAC improvements at Clifford, Orion and Canadian Middle School.
Nick Olsen, the district's bond program manager representing Badcock Construction Services, told the board the contract being recommended covers $29,595 for preconstruction services and includes "a $3,000,000 allowance for early procurement," adding that the board would see a guaranteed maximum price at a May meeting. Martin Cervantes, director of the bond program, introduced the proposal and described Phase 1 work as wrapping up at several sites.
Board members asked about Block's performance on Phase 1. Olsen replied that "Block did great" and that staff were comfortable with the contractor after lessons learned from the prior phase. Trustees also clarified public-notice language referenced in the resolution; staff said the publication notice was handled through the Bay Area News Group.
A trustee moved to approve the item; after a second, the board voted in favor with no opposition. Staff said the intent of the early-procurement allowance is to allow the contractor to secure long-lead equipment promptly, while the board will review the full GMP and contract addenda in May.
The action transfers the district toward a construction phase for HVAC replacement and modernization at the named sites; staff said the measures are part of Measure S bond program implementation and that routine project updates will continue to be provided to the Citizens' Bond Oversight Committee.
The board's approval does not finalize total project costs: the full GMP and any contract addendum will return for board action at a later date.
