Board adopts policy limiting disclosure to immigration enforcement, in line with state law

The Rocklin Unified School District board on March 18 adopted a new policy and administrative regulation, BPAR 1445, setting procedures for responding to immigration enforcement activities on district campuses, in response to changes in state law.
Hannah Anderson, director of innovation, school programs and accountability, said Education Code 234.7 requires districts to update board policy to prohibit disclosure of student, family and staff records to immigration enforcement absent a valid judicial warrant, subpoena or court order and to restrict access to non‑public areas of campus without proper authorization. The policy also establishes routing requirements for requests and a process to notify the governing board as appropriate.
Trustees noted the policy reflects state requirements and thanked staff for narrowing the language to mandatory elements. Trustee comments emphasized the district’s support for law enforcement while confirming this policy is a statutory compliance action.
Trustee Sutherland moved and Trustee Counter seconded the motion to adopt BPAR 1445 and to remove the prior administrative regulation BPAR 5145.13; the board approved the action by unanimous roll call vote.
