Council hears Charlotte Street design options, parking study update and EPA cleanup start

During the Jan. 10 meeting the Washington City Council discussed development options for Charlotte Street, heard administrative updates on a parking study and an EPA cleanup, and entered closed session to discuss pending litigation.
Adam Waters, Public Works Director, reviewed a Charlotte Street presentation and asked the developer to produce an alternate plan that might save at least one of two trees located in the right‑of‑way. Developers had presented an alternate 14‑foot one‑way configuration; Council indicated that such a design would require a variance from subdivision standards and directed staff to schedule a public hearing next month and invite residents to comment.
City Manager Jonathan Russell reported that an East Carolina University Capstone parking study will be completed at no cost to the city and provided to Council at the end of the semester. Russell also announced that an EPA‑funded cleanup of the Hotel Louise begins Monday, Jan. 10.
Council then entered closed session under N.C.G.S. 143‑318.11(A)(3) at 6:12 p.m. to discuss two pending lawsuits; Council came out of closed session at 7:35 p.m. and adjourned the meeting at 7:40 p.m.
