Council tables expansion of Calvary Estates mobile home park pending TRC and Board of Adjustment reviews

The Washington City Council on Feb. 14 voted to table a request by Steven Norris to expand Calvary Estates Mobile Home Park by 88 rental spaces until the Technical Review Committee (TRC) submits its comments and the Board of Adjustment addresses whether sidewalks and curb-and-gutter requirements should apply inside the proposed development.
Community and Cultural Services Director Mike Dail presented site background, noting part of the property lies in the 100-year floodplain but the applicant had not proposed development within that area. Dail told council the first phase of the park had been developed under an earlier ordinance that did not require curb and gutter or sidewalks; the current ordinance requires them along proposed roads and deviations require Board of Adjustment approval. The Planning Board had recommended approval and suggested sidewalks and curb and gutter not be required based on precedent in the first phase.
Owner Steven Norris told the council he has operated the park for about 20 years and described current lot and home rents. Councilmember Bobby E. Roberson and others emphasized that the TRC had not yet submitted its markups and that staff recommendations were needed. Roberson moved, with a second from Councilmember Mike Renn, to table the request until TRC comments and a Board of Adjustment report on sidewalks/curb-and-gutter are received; the motion passed.
The tabling leaves open questions about whether variance relief from subdivision standards will be obtained, how sidewalks and curb-and-gutter will be handled, and whether any site changes will be required after TRC review. The applicant and staff will return with the TRC and BOA findings for further council action.
