The plan presented by City Manager Henry outlines $5.2 million to overhaul the wastewater treatment plant, an $1.8 million smart-meter initiative and a range of airport, streets and public-safety investments. Henry told the council the program is organized by strategic priorities “and the projects are funded through a combination of the general fund, departmental operating budgets, hotel occupancy tax funds, various external grants, including FEMA, TxDOT, USDA, and the Texas Water Development Board.”
