Mountain View School District outlines enrollment, staff experience and training; honors three employees of the year

The presenter reported district enrollment for 2023-24 was 4,636 students and said 47.2% are English language learners who speak 17 languages. "We're a preschool eighth grade district that is in the heart of the San Gabriel Valley," the presenter said while describing the district's service area in portions of El Monte and Sur El Monte.
The presentation emphasized staff capacity and experience as a support for students. The presenter said the district employs 816 staff total, including administrators, classroom teachers, 12 school counselors, three nurses, 317 classified employees and 128 instructional assistants. The presenter reported average tenure of about 12 years for classified staff and about 19 years for certificated staff, adding that 66% of certificated staff hold master's degrees and 84% hold BCLAD authorization for bilingual instruction.
On early education and funding, the presenter described the district's preschool program, saying it serves families through Head Start, State Preschool and the district's children's center programs, and noted those programs are supported by state and federal funds. The presenter also detailed this year's staff development efforts, including Title IX training, mandated reporting training and disaster preparedness training.
To address substitute coverage the presenter said the district contracted with Swing Education and has implemented interview, shadowing and mentoring practices to onboard substitutes, often pairing new substitutes with veteran or retired Mountain View teachers.
The presenter closed by recognizing employee award winners for 2023-24: Olga Gallegos, named Teacher of the Year (eighth-grade teacher); Jacqueline Frausto, named Classified Employee of the Year (health clerk); and Selena Garcia, named Administrator of the Year and described as the district's Elementary and Secondary School Emergency Relief (ESSER) program coordinator.
