Dixon County forms flood zoning committee and readies E911 upgrades

Emergency Manager Shea Scollard and E911 Director Sara Kumm updated the Dixon County Board of Supervisors on April 14, 2026, about ongoing emergency-preparedness work and communications upgrades.
Scollard said he has been coordinating training with Kumm and Assessor Amy Watchorn and plans to seek updates to the county's Comprehensive Plan. Kumm reported on tower generator replacements (each taking about two days per tower), ongoing phone-service issues and meetings with vendor Great Plains. The county will transition from the Code Red emergency-notification system to Regroup, and staff are working to get all county employees signed up for the system.
The board created a Flood Zoning committee consisting of Supervisors Deric Anderson, Neil Blohm and Terry Nicholson to oversee floodplain mailing and planning steps. The committee will work with Sara Kumm, Shea Scollard and Assessor Amy Watchorn on notices to landowners and program implementation.
