Clayton council adopts multiple measures on assessments, fees, contracts and transportation funding

In a single meeting the Clayton City Council confirmed the Diablo Estates assessments, updated HCP/NCCP mitigation fees, approved funding for the Countywide Smart Signals project, and adopted contract awards and administrative resolutions; all votes recorded were unanimous (5-0).
The Clayton City Council approved a slate of measures on July 18 that included confirmation of benefit-assessment levies, updates to regional mitigation fees, contract awards and a transportation funding agreement, voting unanimously on several resolutions.
The council adopted Resolution No. 43-2023 confirming assessments for the Diablo Estates at Clayton Benefit Assessment District for fiscal year 2023/24 after a presentation from City Engineer Larry Theis and no public comment. The resolution passed 5-0 on a motion by Councilmember Tillman and a second from Councilmember Trupiano.
Community Development Director Dana Ayers presented the 2022 East Contra Costa County HCP/NCCP mitigation fee audit and nexus study; the council adopted Resolution No. 44-2023 updating mitigation fees and found the action exempt from CEQA on a 5-0 vote (moved by Councilmember Trupiano; seconded by Vice Mayor Diaz).
On transportation, the council approved a funding agreement with the Contra Costa Transportation Authority for cost-sharing on the Countywide Smart Signals Project. City Engineer Larry Theis led the presentation and representatives from the project team answered council questions; the approval was modified to set a June 30, 2024 date and passed 5-0 (motion by Councilmember Tillman; seconded by Councilmember Cloven).
On capital and procurement matters, the council accepted completion of the Clayton Community Park play structure replacement (Resolution No. 42-2023) and authorized retention release procedures, and awarded an on-call citywide tree-service contract to Waraner Brothers Tree Service (Resolution No. 46-2023). The council also authorized implementation of Granicus agenda-management software and any necessary budget amendments (Resolution No. 47-2023).
All listed measures were recorded as passed 5-0 in the meeting minutes; consent calendar items including the salary schedule (Resolution No. 41-2023), financial demands and a copier lease were approved earlier in the meeting as part of the consent calendar.
The meeting record does not show roll-call votes by individual councilmember name for every measure; official adopted resolutions and implementation steps will be recorded in city files and published as required.
