Roseland governing body introduces police-staffing amendment and two rezones for affordable housing

The Roseland governing body on Jan. 13 introduced three ordinances that would change police staffing language and rezone two properties to create new affordable-housing districts, setting public hearings for Feb. 24, 2026.
Clerk Watkins read Ordinance 1-2026, described in the title as “an ordinance of the borough of Roseland . . . amending and supplementing the borough code to amend chapter 2 administration, section 2-24.2, composition of police department.” A motion to introduce the measure carried with all members saying “Aye.” After the motion, Watkins noted typographical errors in the public copy; the mayor clarified that the table of organization will retain seven patrol sergeants and that patrol officers will be increased by two pending budget approval.
The ordinance was introduced for first reading and will be posted on the borough website; a public hearing will be held on Feb. 24, 2026. "The copy that was distributed to the public has a couple of typos," the clerk said. The mayor replied, "No. It is 7." The council recorded the introduction and scheduling of the hearing.
The governing body also introduced Ordinance 2-2026 to rezone Block 32, Lot 9.01 from R-6 residential to a proposed R-15/AH-9 affordable-housing zone and Ordinance 3-2026 to rezone Block 30, Lot 4 from OB-2 office building district to a proposed R-14/AH-8 affordable-housing zone. Both measures were approved for introduction and will be referred to the planning board to confirm consistency with the master plan; public hearings for each were set for Feb. 24, 2026.
All three introductions were approved on voice vote with no recorded objections and will be posted on the borough’s website with notice of the Feb. 24 public hearings.
What happens next: each ordinance will go to the planning board (where required) and return to the governing body for a public hearing and final vote on Feb. 24.
