Millville commission authorizes bids for Pleasant Drive water work, approves sludge and remediation contracts

The Millville Board of Commissioners on March 17 voted unanimously to authorize the city to advertise for bids for the Pleasant Drive water improvements project and approved a package of administrative resolutions covering sludge hauling, uniforms and remediation consulting.
The Pleasant Drive item was described by commissioners as preparatory infrastructure work the city must complete before paving — including water-line replacements tied to the state’s requirement to replace galvanized pipe as part of lead remediation. Commissioners said funding for the work will come from a bond included in the city’s capital plan.
Also approved was a contract extension for sludge hauling through Dec. 31, 2026, with a stated not-to-exceed amount of $400,000. The extension passed after brief discussion confirming the extension would allow continued removal of wastewater sludge pending procurement of longer-term arrangements.
The commission also voted to award a non–fair-and-open professional services contract to AKRF Inc. for licensed site remediation consulting services. Commissioners said the contract is needed to help the city meet remediation obligations for identified sites; details on the contract amount were presented in the packet and the resolution text.
All resolutions were moved, seconded and approved on roll call with an all-yes vote.
The commission’s municipal clerk confirmed the agenda addition for the Pleasant Drive resolution earlier in the meeting and recorded the unanimous roll-call outcomes in the minutes. The city will proceed to advertise the Pleasant Drive bid package and return to a future meeting with procurement updates.
