Hackensack council introduces parking and budget ordinances, adopts broad consent agenda

The Hackensack City Council on March 24 introduced for first reading an update to the city’s parking regulations and an ordinance to increase the municipal budget appropriation cap and establish a cap bank, and it approved a broad consent agenda covering routine resolutions.
Mayor Kasim Gaines said the council introduced ordinance 05-2026, intended to amend Chapter 170 (Vehicles and Traffic) to update various parking regulations, and set a public hearing and final passage for April 21, 2026 at 5:30 p.m. “Be it resolved that the above ordinance being ordinance 05-2026 as introduced does now pass on first reading,” the clerk read during the roll call procedure. The vote to introduce the ordinance carried by roll call with all members recorded as “Aye.”
The council also introduced ordinance 06-2026, described as an ordinance to increase the budget appropriation cap and establish a cap bank; that ordinance likewise passed introduction on first reading and was scheduled for final consideration April 21. Both introductions were recorded as roll-call votes with unanimous "Aye" responses.
Council members then adopted a lengthy consent agenda (listed in full in the meeting minutes) that included resolutions authorizing payment of bills, tax refunds, adoption of the Bergen County multijurisdictional hazard mitigation plan, several veteran tax exemptions, raffle licenses, historic-district grant implementation (Anderson Street), a liquor-license transfer for J & G Sons LLC (Main Street), contract awards including a Spring Valley Avenue pedestrian-safety project and maintenance contracts to Athletic Field Care LLC for the city’s sports fields, release of performance and escrow bonds on development projects, adoption of a Hackensack School Traffic Guard policy, and a certification of compliance with federal EEOC guidance on consideration of arrest and conviction records. The motion to adopt the consent agenda passed by unanimous roll call.
The council also voted to go into an executive session earlier in the meeting to discuss ongoing litigation, tax-appeal settlements, and real property and contract negotiations; the mayor estimated the closed session would conclude around 6:30 p.m.
Next steps: Both introduced ordinances will return for final passage consideration at the regularly scheduled April 21 meeting; the resolutions passed on the consent agenda take effect as specified in each resolution.
