CCRPC expands Equity Advisory Committee outreach, considers board appointments and staffing

Charlie Baker, executive director, told the Joint Executive & Finance Committee Sept. 7 that CCRPC has been working to expand its Equity Advisory Committee beyond the current three board and three staff members. He said staff solicited community interest and received 24 responses; the equity consultant Creative Discourse recommended holding a workshop on Sept. 10 to prioritize the committee’s work and orient interested community members. Baker said the process is deliberate, quoting the consultant’s phrasing that the work is 'moving at the speed of trust.'
Baker asked committee members to expect a slate of candidates for Board approval at the October meeting. He identified two candidates for Socio-Economic/Housing board seats—Bruce Wilson and Katherine “Deac” Decarreau (Deac is the executive director of the Winooski Housing Authority)—and said staff will follow up with Jesse Bridges, currently an alternate, to determine whether seat/alternate changes are appropriate.
On staffing, Baker said the organization added two positions at the end of the prior fiscal year (Equity Manager and Business Office Associate); the Equity Manager position has about 20 applicants, the Business Office Associate hire has since resigned and the planner position is open after Regina’s departure and Taylor Newton’s promotion. The committee discussed timing of the next compensation study and agreed to wait and conduct it in 2024, with staff reviewing a 2019 consultant report for interim guidance.
Members asked clarifying questions about candidate roles and roster details; Baker said he would correct a committee roster listing that misidentified a member’s municipal affiliation. The committee did not take a final vote on appointments at the Sept. 7 meeting.
