MS4 Subcommittee authorizes RFP for RR Stream Team services and finalizes survey vendor selection process

The Chittenden County MS4 Subcommittee voted Dec. 6 to authorize the Chittenden County Regional Planning Commission (CCRPC) to issue a request for proposals (RFP) for River/Riparian (RR) Stream Team services for fiscal years 2024–2026.

Dan Albrecht, CCRPC staff, reviewed the draft RFP, which sets a proposal due date of Jan. 20, 2023 and a project start date of July 1, 2023. Albrecht said the RFP should include a formal question-and-answer period for prospective bidders; the committee approved issuing the RFP as amended. The motion to authorize issuance was made and seconded and carried unanimously.

Committee members also reviewed the results of a recent procurement for a 2023 survey. Albrecht said eight proposals were received and that he, Sai Sarepalli, Annie Costandi, Chelsea Mandigo and others evaluated submissions and conducted interviews with three firms. Reviewers reached consensus on selecting a firm, which includes a DEI staff person; Albrecht said the contract needs to be finalized before the vendor is made public. "The survey should be in the mail in January 2023," he said.

The actions taken on RFP issuance and survey procurement are procedural steps toward field work and outreach next season. The committee did not record individual vote tallies in the meeting transcript; both formal motions were recorded as approved unanimously. The subcommittee listed an update from the survey vendor among agenda items for the Jan. 3 meeting.

The subcommittee meets again Jan. 3 to review the stream-team work plan and receive the vendor update.
