Shelburne town-plan amendment found compatible with regional ECOS plans, PAC members agree

Taylor Newton told the PAC that Shelburne has proposed an amendment to its town plan to revise the future land use map and make related zoning bylaw changes. The amendment reclassifies two areas that had been identified as 'conservation' in the 2019 town plan and divides the O’Brien Property on Falls Road from a single 'rural' designation into Growth Area 1, Growth Area 2, and Conservation.
Newton said staff reviewed the amendment under the recently amended CCRPC Plan Review Guidelines and determined the changes are compatible with the 2018 ECOS Plan and the draft 2026 ECOS Plan. He noted that because this is an amendment, it does not reset the eight-year planning timeline and is a staff-level decision under existing guidance.
PAC members informally agreed with the staff recommendation; no formal objection or vote was recorded during the discussion. Staff will proceed with the established plan-amendment review steps.
