CCRPC PAC sets March 31 deadline for Tier 1B opt-in; municipalities must attest capacity

At the Jan. 14 Planning Advisory Committee meeting, Kate McCarthy, senior planner with CCRPC, announced that the opt-in deadline for Tier 1B is March 31, 2026. She said CCRPC staff will reach out to municipalities that have already opted in and request that a town manager or town administrator sign a letter demonstrating municipal capacity for development regulation.
McCarthy said staff will assist municipalities with the attestation process and clarified that for municipalities interested in opting in after regional-plan adoption, the RPC must apply and that a streamlined LURB review process will be available for Tier 1B-only applications once the ECOS Plan is approved.
The committee did not take a formal vote on the deadline; the announcement was provided as an update from CCRPC staff. Staff asked municipalities to contact CCRPC should they need assistance meeting the attestation requirement.
