Rob Timmons, speaking for the Finance Committee, reported that Commissioners from Casella Waste Management and outside counsel gave a presentation on a proposed Phase VI expansion of the Casella landfill. The briefing covered project scope, permitting steps including SEQRA consistency analysis, and the process to seek a 6 NYCRR Part 360 permit through New England Waste Services of New York and state regulators.
The committee recommended resolutions related to the expansion and permitting (listed on the agenda as #236–#240), but the full Legislature did not undertake a separate hearing or final permitting vote at the April 8 session; the items were placed on the agenda based on the committee's recommendation for future action.
Timmons noted the committee also discussed an In Rem foreclosure matter and a proposed multi-year contract with Deckard Technologies, Inc. The Finance Committee's next meeting was scheduled for May 6, 2026, where related details may return for further legislative review.
