City staff outline $7.18 million reconstruction project on South Woodcrest, Willow and Maple streets

Jason Leonard, a city staff member, opened an informational meeting for Improvement District BR 26B and described a planned street reconstruction project that city staff expect to bid April 8, begin in May and complete in November.
Leonard said the work will cover South Woodcrest Drive North (Evergreen Road to Lilac Lane), Willow Road (South Woodcrest Drive to Lilac Lane) and Maple Street (Willow Road to Meadowlark Lane). "This project will be a full water main replacement project with water service replacement to the curb stop box," he said, adding that crews will do sanitary sewer spot repairs, install new storm sewer pipes and inlets, replace sidewalks and finish with asphalt pavement.
The project is organized into five phases to reduce resident impacts. Leonard walked through estimated phase durations: Phase 1 (Lilac Lane to Maple on Willow) up to 60 days; Phase 2 about 70 days (plus a 30-day Phase 2A on Maple), Phase 3 up to 60 days, and Phase 4 up to 65 days. He cautioned that Phase 2 cannot begin until underground work on Phase 1 is complete, Phase 3 waits for Phase 1 and Phase 2 underground completion, and Phase 4 cannot start before June 1 because South Woodcrest Drive is on the marathon route.
Leonard reviewed construction logistics: residents must move garbage cans to the nearest side street ("the contractor can assist"), pedestrian access will be maintained on one side of each block, temporary water pipes will be installed to maintain service, and contractors will need house access to turn meters for the temporary water connection. He asked that homes have at least one working outside spigot for temporary service connections.
On cost, Leonard gave exact figures: "The estimated construction cost for this project is $4,108,772.25," and with fees and contingencies the project cost is $7,177,053.04. He listed funding sources and amounts: special assessments $859,324.79; utility funds for street lights $205,514.82; wastewater utility funds $1,194,192; water utility funds $1,319,958; storm sewer utility $219,646.90; and infrastructure sales tax $1,378,498.53. "Special assessments is about 16.6% of this project," he said.
Leonard explained assessment caps and allocations: paving is capped at $98.53 per front foot; water main and service replacement (including service to curb stop) is capped at $46.38 per front foot; sanitary sewer service replacement is not assessed; storm sewer is split 50% special assessed and 50% city funded; and street lights are not subject to assessment.
