Finance committee approves contracts for development code update, sidewalk work, roofing, landfill equipment and other items

The High Point Finance Committee approved a slate of contracts and procurement actions ranging from development-code consulting to equipment replacement and infrastructure work.
Sam Hennet, interim development administrator, recommended awarding a $253,653 contract to Inspire Placemaking Collaborative to update the city's development ordinance to implement the adopted 2045 comprehensive plan. "Inspire Placemaking Collaborative [was] the lowest responsible, responsive bidder," Hennet said.
Trevor Spencer, Engineering and Facilities, recommended awarding a $99,125 contract to Yates Construction for sidewalk gap remediation on Quibane Avenue and a 10-foot multiuse path on Sunset Avenue. Spencer said private utilities are finishing conversions from overhead to underground and, once poles are removed, the contractor will have 45 days to complete the work.
Robbie Stone, Public Services Director, presented two items: a recommendation to award a $103,795 contract to Schaefer Roofing Services LLC to replace two roofs at the East Side Wastewater Treatment Plant and a $139,800 task order to CDM Smith to perform a risk and resilience assessment and emergency response plan update required under the Safe Drinking Water Act. "We do have funding that's available for this project, and we're recommending awarding this task order to CDM Smith for $139,800," Stone said.
Melinda King described a sole-source purchase to replace a tarp machine damaged in a small landfill fire. She said the city filed an insurance claim with a $50,000 deductible and that the replacement tarp machine costs $94,891.03. King told the committee that restoring the tarp machine will allow daily tarp cover rather than mulch, preserving landfill airspace and improving closeout efficiency.
All items were moved, seconded and approved by the committee during the meeting.
The committee record shows some inconsistent spellings of vendor names in the transcript ("Schaefer," "Shaffer," and "shaver" appear at different points); staff identified the roofing vendor as Schaefer Roofing Services LLC in the agenda packet. The transcript also records Councilman Andrews raising concerns about lithium battery disposal after the landfill fire; King acknowledged the issue and noted it is an emerging disposal challenge.
