Council narrows approach to advisory board appointments; favors interviews only for statutory boards or ties

Staff presented four common appointment models from peer municipalities and asked the council whether Apex should change its current practice. "One of the questions that has come up is whether we have too few or too many of our resident advisory boards," the Presenter said, and then outlined options including mayoral appointment, council appointment, and hybrid models.

Council discussion focused on due diligence, transparency and candidate burden. One council member said the mayor should vet nominees before recommending them to council, but councilors wanted an opportunity to meet finalists: "If you kinda clarify that voting mechanism, then I think it's overall a solid process," the Presenter said.

After extended discussion the council gave direction to keep the current practice (mayor recommends; council appoints) as the default, and to require formal interviews for statutorily mandated boards and to require interviews when nominations result in a tie or when the council requests them. Council members also discussed ad hoc interview committees as a mechanism to conduct interviews and produce recommendations to the full council.

What it means: Apex will retain its mayor‑recommendation/council‑appointment workflow but add structured interview steps in specific circumstances to ensure vetting for high‑duty or contested positions.

Next steps: Staff will draft interview procedures and nomination workflows and return them for legal review and council consideration.
