The presentation by Nikki Reed summarized constraints and opportunities at 91 Riverside Drive, a city-owned property purchased in 2012 that retains a historic smokestack, sits in the flood plain and is subject to a brownfields agreement restricting soil disturbance. Reed said the site’s developable footprint is limited by a nearby railroad right‑of‑way and floodplain concerns, and staff therefore favors leasing the site to a partner for a 10–15 year horizon rather than an immediate sale.
“These properties are considered surplus…they’re not slated for future city use, so they are available for consideration,” Reed said, and staff recommended advertising a request for proposals or letters of interest to identify partners able to invest in revitalization while the city retains ownership.
City staff described goals for the site that include activation and maintenance to contribute to River Arts District recovery and alignment with the Wilma Dykeman Riverway Master Plan and the Municipal Climate Action Plan. Reed said the procurement will include accountability measures and milestones to track revitalization progress and that staff will return to council with proposals and supporting data.
Council members welcomed the approach but asked for timing and more financial details. One council member urged staff to share the surplus property inventory and the data used to prioritize these two parcels. Reed said staff will bring return packets that include appraisals, market options and recommended terms.
Next steps: staff will advertise the RFP/RFLOI for 91 Riverside Drive, evaluate proposals against revitalization and climate goals, and come back to council later this year with recommended offers and implementation terms.
