City attorney Jack Brooksbank explained that feasibility studies and condition assessments showed the community center project would be significantly more expensive than anticipated, citing cost overruns "on the order of about $3,500,000." Brooksbank said the city had completed engineering, siting and water‑study plans and selected a 750,000‑gallon composite water tower to address low‑pressure areas and reliability concerns. Mayor John Mongi told senators the structure would help North St. Paul’s residents and provide breathing room for the system.
Senator Jasinski asked whether repurposing an appropriation in this way is common; Chair Pappas said it is not unusual when local priorities change and local match or local votes alter original plans. The committee asked the city to provide an MMB form required for appropriation bond projects and laid the bill over for consideration.
