Council President Brian Larson opened the meeting and led a formal recognition of Commissioner Mike Powers for his long service on the city and regional planning bodies. "Mister Powers has served the city of East Grand Forks on the planning commission, from January 2009 to September 2025," Larson said as the council presented plaques.
On the business agenda the council took the following formal actions.
