Public works staff presented a proposed 2026 overlay project for roughly 1.5 miles of the Greenway Trail concentrated near downtown and Lafayette Park.
Mr. King said the project would be funded through the Greenway Maintenance Fund, which is supported by a fee on the monthly utility bill currently shown at $2.32 and programmed to increase 5% annually through 2032. He reported approximately $280,000 in the fund and roughly $9,500 in monthly revenue, projecting that available resources would be sufficient after bids are returned and a contract is awarded.
Staff recommended authorizing WIDCET to prepare plans and specifications and to put the project out to bid in 2025 with construction anticipated in 2026. A council member questioned a budget line of about $36,000 for surveying, staking and inspection on an overlay-only project; staff said that figure was included for budget purposes and that they would issue a request for professional services to Reid to firm up the scope and price.
Staff explained the professional services step includes surveying the existing trail, measuring square yardage, and identifying areas with significant cracking or deterioration to include targeted repairs in the plans. Mr. King said the targeted segment was identified as the worst-conditioned portion of the Greenway and that completing it will align with the Lafayette Park project and allow the city to continue work north on future cycles.
What's next: Council discussed the estimates and staff indicated they will return with refined cost figures after issuing a request for professional services; the council did not take a recorded formal vote on authorization during the work session.
