EDA hears Lot 7 purchase request, planning staff says PUD review required; members discuss housing inventory

Board members were briefed on an individual request to purchase Lot 7, the EDA’s largest parcel, and staff said the parcel is designated as a Planned Unit Development (PUD), requiring a pre‑application concept review with planning staff and subsequent planning-commission and city-council consideration.
The planner noted that Lot 7 is approximately 3.54 acres and described a demo concept that had shown multiple duplexes accessed by a cul‑de‑sac; because the lot carries a PUD designation, any significant change from an approved site plan (for example, subdividing the lot or changing from multifamily to a single-family dwelling) would require returning to the planning process for reapproval.
Staff requested the buyer’s concept plan and said they would meet with planning and zoning staff; the board did not take any vote and treated this item as informational.
Separately, staff summarized outreach to homebuilders and a realtor to explore interest in other water’s-edge lots that have sat vacant and noted infrastructure (water and light) funding for those out-lots is currently budgeted for 2027; members expressed concern that new employers could increase housing demand and leave insufficient lots available.
The Chair also reported two lot sales during the month, and staff said they will continue developer outreach and report back with additional feedback.
